
1. Ms Dawn MOKHOBO - Chairman – Independent
BA (Social Science)
Ms Dawn Mokhobo is the Deputy Executive Chairperson of Partnership Investments. She is also Chairman of African International Advisors and Kwanda Capital Investments. Dawn is a director and shareholder of Gidani (Pty) Ltd and she serves as a director of Engen Limited, Altron Limited, Sabvest Limited and Massmart Holdings Limited. Dawn has vast private and public sector experience, and has worked with significant organisations both locally (such as the Independent Electoral Commission) and internationally (such as the UN Special Committee on Women and Economic Development).
2. Mr Dexin CHEN - Deputy Chairman
Bachelor of Mining; Senior Engineer
Mr Dexin Chen has served as the Deputy General Manager of Jinchuan Group Limited since September 2010. He has 16 years’ working experience in the mining industry, holding various positions in the Jinchuan Group.
In January 2009 Mr Chen was appointed as the Mine Manager of Mining Zone 2 of Jinchuan Group Limited and for two years before that he served as the Secretary of the Party Committee and the Secretary of the Discipline Inspection Committee of Mining Zone 2 of Jinchuan Group. From January 2006 to January 2007, Mr Chen was the Deputy Secretary of the Party Committee and the Secretary of the Discipline Inspection Committee of Mining Zone 2 of Jinchuan Group Limited. He served as the Deputy Mine Manager of the Longshou Mine of Jinchuan Group Limited from June 2004 to January 2006.
Mr Chen qualified from the Mining Institute of Xi’an with a Bachelor of Mining in July 1994.
3. Mr Jianke GAO - Chief Executive Officer
Bachelor of Mining; Professor Level Senior Engineer
Mr Jianke Gao is a mining engineer with the Jinchuan Group Limited and has 27 years’ mining technical and management experience. In July 1984, Mr. Gao received a Bachelor of Mining from Central-South Institute of Mining and Metallurgy and has subsequently achieved the qualification of Professor Level Senior Engineer.
Mr Gao was appointed to the position of General Manager Assistant of the Jinchuan Group Limited in January 2009 and, before that, he served as the Mine Manager of Mining Zone 2 of Jinchuan Group Limited for six years.
Since he joined the company in 1984, Mr Gao has held a number of esteemed positions within the Jinchuan Group Limited, including a period as the Assistant Chief Engineer and then the Chief Engineer of the Longshou Mine of Jinchuan. He also served as the Deputy Director of the Technical Centre of Jinchuan and the Vice President of the Nickel and Cobalt Research and Design Institute.
4. Mr Mike EKSTEEN - Independent Non-Executive Director
Registered Certificated Engineer, National Higher Diploma in Mining, Mine Manager’s Certificate of Competency
Mr Mike Eksteen is a retired mining engineer with 38 years of operating experience in a range of commodities, including platinum group metals, gold, diamonds and base metals. He spent 34 years in various management positions in the Gold Fields Group. Mike was responsible for all aspects of reserve development, mine planning, shaft sinking, budgeting and cost control. He was also Senior Vice-president and Chief Operating Officer of Southern Era Resources, a Canadian exploration and mining company in platinum and diamonds.
5. Mr Bob GARNETT – Independent Non-Executive Director
Mr Robert (Bob) Garnett is a chartered accountant with almost forty years’ experience in mining, manufacturing and financial services. He has recently retired from the IFRS Foundation after completing ten years as an IASB Board Member and Chair of the IFRS Interpretation Committee. He was a member of the South African Accounting Practices Board and served as a committee member on IASC’s project on extractive industries. Immediately prior to that, he was executive vice-president: Finance of Anglo American plc and a director of several of its South African subsidiaries and affiliates with executive responsibilities in London and Johannesburg.

6. Mr Jikang LI - Non-Executive Director
Bachelor of Law
Mr Jikang’s business operations. He has extensive experience in the operational management of mining projects and nine years’ legal experience in litigation, contract management, company establishment, restructuring and listing of companies, domestic and international engineering, equipment, project bidding, corporate governance, merger of international projects, investment and financing. Having worked in the commercial and corporate counsel divisions of Jinchuan Group Limited, Mr Li has experience in foreign investment and financing.
Since he joined Jinchuan Group in 1993, Mr Li has worked at the inspection centre, the management department, the department of legal affairs, the Philippines representative office of Jinchuan and the Hungary Jinchuan Mining Company in a variety of positions.
Mr Li received the PRC Legal Professional Qualification Certificate in 2002 and, in 2004, the Bachelor of Law from Lanzhou University. From 2009 to 2011, Mr Li received the On-job Postgraduate in Finance and Trade from Xi’an Jiaotong University.
7. Mr Wenliang (Michael) MA - Financial Director
Bachelor of Economics, Minor in Law and Philosophy; Master of Art (economics)
Mr Michael Ma joined the China-Africa Development Fund as part of the senior management team in October 2009. He was appointed as a director and the Deputy General Manager and Chief Finance Officer of FAW Africa Investment Company Ltd in May 2010 and as the Deputy General Manager of Ever Star Industries (Pty) Ltd in August 2010. From July 2007 to September 2008, Michael served as the Chief Finance Officer of Grand China Logistics Holding Company Ltd as well as a director of Tianjin Marine Shipping Company Ltd, a company listed on the Shanghai Stock Exchange. Before that, Michael served as the Executive Vice President and Chief Finance Officer of Sanya Phoenix International Airport Company Ltd from November 2005 and as the Vice-Chairman of the Board and General Manager of Chongqing Changjiang International Leasing Company Ltd from November 2001.
Micheal received a Bachelor of Economics from Graduate of Jilin Normal University in July 1991, where he minored in Law and Philosophy. In July 1994 he received a Master of Art (Economics) from Graduate of Northeast Normal University.
8. Mr Mlibo MGUDLWA - Non-Executive Director
B Juris, LLB, Postgraduate Diploma in Corporate Law
Mr Mlibo Mgudlwa has experience in corporate governance, contracting, litigation and general business management. He has practised as a Senior State Advocate for the High Court of Johannesburg and was admitted as an attorney in 2002. He holds an LLB degree from the University of Durban Westville and a Post-graduate Diploma in Corporate Law from Rand Afrikaans University (now University of Johannesburg). After 12 years in the legal field, Mlibo ventured into business, holding the position of CEO of Africa Wide Investment Holdings and is a Director of Sarong Investment Holdings, a company with interests in agriculture.
9. Mr James NGCULU - Non-Executive Director
James Ngculu served in the African national Congress and Umkhonto we Sizwe (MK) from 1976 to date. He served in many capacities as Commissar, Politics Instructor, Regional Secretary of the Commissariat in Angola and in many other capacities. He also served in the Codesa negotiations as advisor in Transitional Mechanism and in 1994 he was elected Provincial Secretary of the ANC in the Western Cape and later (2005)as Provincial Chairperson of the ANC in the same Province thus serving in the national Executive Committee of the ANC as an ex officio member. He also became Member of Parliament and served as Chairperson: Portfolio Committee on Health.
He is a member of the African Security Sector Network [ASSN] and published many papers on politics, security sector reforms and health. He co-published a book, “Ourselves to Know” under the auspices of the ISS, edited by Dr Rocklyn Williams and Diane Abrahams, he also published a book: “The Honour To Serve” which was shortlisted for the Alan Paton Award.
10. Professor Wiseman NKUHLU – Independent Non-Executive Director
Professor Wiseman Nkuhlu is a director of AngloGold Ashanti Ltd, Datatec Limited, Rothschild SA and Ethics Institute of South Africa. He served as President of the International Organisation of Employers (IOE) in Geneva from May 2008 to June 2011. In this position he participated annually in United Nations High Level discussions on global issues including climate change, sustainability and the Global Compact. He served as a member of the Global Financial Crisis Advisory Panel established jointly by the International Accounting Standards Board and the Financial Accounting Standards Board in January 2009 to advise on the implications of the global financial crisis on setting accounting standards.
Professor Nkuhlu studied at the Universities of Fort Hare, Cape Town and New York and completed a B Com, CTA and MBA. He qualified as a Chartered Accountant (CA) in 1976. In recognition of his contribution to education, business and development, Professor Nkuhlu has received a number of awards, including Honorary Doctorates from the Universities of the Free State, Stellenbosch, Cape Town, Pretoria, Nelson Mandela Metropolitan University and Witwatersrand; and merit awards from the National African Federated Chamber of Commerce, Association for Advancement of Black Accountants of Southern Africa and the Black Management Forum.

11. Mr Liliang TENG - Non-Executive Director
Electrical Power BSC, EMBA, MSc in Risk Management
Mr Liliang Teng has served as the Chief Marketing Officer of the China-Africa Development Fund and Chief Representative of the South Africa Office of the China-Africa Development Fund since September 2007. In September 2006 Mr Teng was appointed as the Deputy Economist of China Technology Innovation Company. From January 2005 to August 2006, Mr Teng was the Deputy Manager General of China Southern Grid Finance Co and for a decade before that he held the position of Division Chief of the Credit Management Department of China Development Bank. From August 1988 to October 1995, Mr Teng served as the Assistant Engineer of Northeast Power Utility Group, Ministry of Power, China.
Mr Teng received an Electrical Power BSC from the Electrical Power Department, Southeast University in August 1988 and completed an EMBA at the School of Management & Economics, Tsinghua University in July 1997. He also received an MSc in Risk Management from ISMA Centre, Reading University, UK in July 2001.
12. Mr Barrie VAN DER MERWE
CA (SA)
Mr Barrie van der Merwe is a non-executive director on the Wesizwe Board, serving as the Rustenburg Platinum Mines (RPM) representative following the conclusion of Project Delta in 2010 through which RPM became the Company’s largest shareholder with a 26.9% interest.
Barrie qualified as a Chartered Accountant in December 2000, having completed his articles with PricewaterhouseCoopers. He joined Anglo Platinum in April 2002 and occupied various senior financial management roles within the company and its majority shareholder, Anglo American. He is currently the Head of Finance and Performance Management at Anglo Platinum. Barrie is a director of various unlisted subsidiaries of the Anglo Platinum Group, including Rustenburg Platinum Mines Limited.
13. Mr Qiyin (James) ZHANG - Executive Director
Bachelor of Economics
Mr James Zhang is a director and the General Manager of South Africa Jin Chuan Resources (Pty) Ltd. His time with the company has provided many years’ experience in market research, project management, futures exchange for nickel and copper, risk control for futures trading, purchase of raw materials, strategic and financial analysis. He played a key role in the Jinchuan Group Limited’s cobalt carbonate off-take agreement with Ruashi Mining in the Democratic Republic of the Congo. Since 2006, James has been engaged in research and analysis work regarding nickel, copper, cobalt and platinum group metals (PGM) projects for the Jinchuan Group Limited in South Africa. |
